The Intersection of Cultural Diversity, Health Policy Development and Policy Analysis

Course Description:

The primary aim of this course is to provide public health professionals with a broad overview of cultural diversity issues according to race/ethnicity and gender and to assess health policy with respect to these issues. The three specific racial/ethnic groups are: African Americans, Hispanic/Latinos, and Asian/Pacific Islanders. The gender classifications include men and women. The cultural diversity issues will focus on health disparities as the major conceptual frame for thinking about health policy analysis. As a part of this process, course participants will engage in critical thinking and introductory policy analysis concerning the current social and health problems that impact the public’s health particularly racial minorities.

Learning Objectives

  • Acquire a broad knowledge of the relevant terminology for cultural diversity topics
  • Special focus on racial minorities
  • Identify potential social, political, and economic determinants of health disparities for various population groups
  • Acquire a knowledge of relevant policy terminology regarding societal values and goals of public policy such as equity, liberty, efficiency, political feasibility
  • Identify and clarify various governmental policy tools (e.g. regulation, grants, direct government provision of services, taxes and subsidies, and information provision that protect the public’s health)

Lisa Gary
Lisa C. Gary, PhD

Dr. Lisa C. Gary is an Assistant Professor in the Department of Health Care Organization and Policy at the UAB School of Public Health. Dr. Gary’s research interests are focused on the experiences of vulnerable populations in the health care system. Specific research topics include racial health care disparities, mental health disparities for people with chronic illnesses (e.g.-osteoarthritis and diabetes), and men’s health. She is particularly interested in examining how patient-level factors (such as attitudes about medical decision-making and patient trust) and organizational factors (such as managed care and health workforce diversity) influence consumer empowerment and health care quality. In past research, she has studied children’s mental health service use in the U.S. and environmental epidemiology in South Africa.

She completed her Ph.D. in Health Policy with a concentration in epidemiologic methods at Yale University. She also has an M.P.H. in Epidemiology and an M.S. in Mathematics from the University of Michigan, Ann Arbor. She earned her B.S. in Mathematics magna cum laude at Spelman College.
